Europe felt a moment of respite on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the current period. By day, diplomatic battles are conducted: hopeful statements are delivered from multiple capitals. Immense energy is allocated on containing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a ability provided through current data. From observation points, military aircraft that had been dispatched to intercept incoming aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly transforms into sober acceptance: perhaps the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and another blackout.
Persistent Threats
Following this, a heavy machine gun fired at a aerial vehicle in the vicinity, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the bullets missed the hostile drone – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a reliance that regional partners are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new approach from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This cycle will, no doubt, persist.
Political Considerations
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is impossible to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's south or east.
The issue is that while accepting these circumstances, American administration does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its favour.
Existing Situation
Objectively, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are driving the talks.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
